What is the Manitoba Rental Housing Improvement Program?

The Rental Housing Improvement Program (RHIP) provides financial assistance to private landlords, private non-profit landlords or housing cooperatives in Manitoba, who rent to tenants of low income, to repair or rehabilitate their property and bring it up to a minimum level of health and life safety.

What properties are eligible?

located in Manitoba outside of First Nations communities
rented at or below the Renovation Rental Limit* for the area
leased, or intended to be leased, to tenants whose gross household income is at or below the Program Income Limits* set by Manitoba Housing for the community
rented, or intended to be rented to occupants who are not relatives of the landlord
not currently earning forgivable financial assistance under a federal, provincial or federal/provincial government housing program
not receiving ongoing operating subsidy or assistance under, provincial, federal/provincial program (does not include rent supplement)

How much assistance is available under the RHIP Program?

Up to $24,000 per self-contained unit for eligible repairs may be available for qualified landlords. If the unit is located in a northern or remote community, up to $28,000 may be available to qualified landlords.

Please note:

Work done before program approval is not eligible for financial assistance.
All mandatory repairs must be completed in order to receive assistance.
Landlords are responsible for any repair costs that exceed the financial assistance available under RHIP.
RHIP financial assistance is non-repayable unless the property is sold within 15 years of the completion of the repairs.

Manitoba Rooming House Assistance Program

What is the Manitoba Rooming House Assistance Program?

The Manitoba Rooming House Assistance Program (RHAP) provides financial assistance to private owners of rooming houses in Manitoba to repair or rehabilitate their property. Repairs will bring rooming houses up to a minimum level of safety for tenants and may also improve livability.

What properties are eligible?

  • Four or more bed units rented or intended to be rented on a monthly or annual basis.
  • Rented or intended to be rented to occupants who are not relatives of the owner.
  • Property must be a minimum of five (5) years old.
  • Property must require major repair or be lacking in basic safety, health, and/or structural requirements of the Manitoba Fire Code, and other deficiencies that put tenants at risk.

Legal and licensed by the appropriate municipal authority with rents registered with the Residential Tenancies Branch.
Located in Manitoba outside of First Nations communities.
Not currently earning forgivable financial assistance under a federal, provincial or federal/provincial government housing program.
Not receiving ongoing operating subsidy or assistance under, provincial, federal/provincial program (does not include rent supplement).

The assistance available is in the form of a forgivable loan and is based on the cost of mandatory repairs and the number of eligible bed units within a project.

  • Financial assistance doesn’t have to be paid back as long as the home is not sold within five years OR the rental unit is leased to eligible tenants at an agreed-upon amount for five years.
  • Work must be directly related to the client’s disability and be permanent.
  • You are responsible for any work that exceeds the financial assistance available under the Residential Adaptations for Disabilities program.
  • Work done before program approval is not eligible for financial assistance.

The Residential Adaptations for Disabilities program is provided with financial support from the Government of Canada.

Homeowners with low income, and landlords with tenants who have low incomes, may apply for financial assistance to make adaptations to homes and housing units. These adaptations will help increase mobility, safety and independence for a person who finds it difficult to do everyday tasks in their home.

You may be eligible for assistance if the following applies to you:

  • Your home is your primary residence and is located in Manitoba, outside of First Nations communities.
  • Your total gross household income is at or elow the income limit set by Manitoba Housing for your community.
  • Someone in your household has a disability or limitation that makes it difficult to perform daily living activities Landlords
  • Renovations are made to self-contained rental units that have rents at, or below, the affordable rent amount for the area, both before and after the work takes place.
  • Renovations are made on units that are occupied, or will be occupied, by tenants with disabilities who have a total gross household income that is at or below the income limit set by Manitoba Housing for the community.

Eligible Disabilities or Limitations

 

  • Mobility – limited ability to walk and move from room to room
  • Agility – limited ability to bend, dress or undress, get in and out of bed, use fingers to grasp or handle objects, reach or cut food
  • Endurance – limited ability to carry things or stand for long periods
  • Sight – limited ability to read ordinary newspapers or see someone from four (4) meters away
  • Hearing – limited ability to hear conversations with others
  • Mental capacity – poor memory or mental difficulties

Homeowners and landlords may be eligible for
financial assistance to make adaptations that
increase mobility, safety and independence that
include but are not limited to the following:

installing handrails in hallways and stairways

changes to storage areas in the kitchen,
bathroom and laundry room

installing lever handles on doors, sinks and
bathtubs

installing grab bars in the kitchen, bathroom
and bedroom

installing wheel chair ramps

widening entryways and interior doors

changing tubs, sinks, vanities and toilets

installing lift systems in bathrooms and
bedrooms

changing floor covering

moving plumbing and electrical
A program officer may visit your home or property
to determine what adaptations are eligible.
Available Assistance

Up to $16,000 for eligible adaptations may be
available to qualified homeowners or landlords.
If the property is located in a northern or
remote community, up to $19,000 may be
available to qualified homeowners or landlords.

If the adaptations exceed $3,500 a medical
certificate is required.

  • The home you are making an application for is:

                – in need of emergency repair
                – your primary residence
               – located in Manitoba outside of First Nations communities

  • Your total gross household income is at or below the income limit set by Manitoba Housing for your community. Contact Manitoba Housing for more information about gross household income limits set for your community, and other requirements to qualify for this program.

Homeowners may be eligible for financial assistance for the following:

  • a structural failure of any kind
  • a major plumbing leak or a failure of ater supply components (for example,pumps and tanks)
  • the failure of the main source of heat
  • severe damage to, or failure of, the building exterior of your home (for example, roof, exterior walls, windows, doors)

Financial Assistance Secondary Suites Program Manitoba

Secondary Suites Program Manitoba are a type of rental housing located on a property that normally accommodates a single-family house. It is a dwelling unit secondary to an existing primary dwelling unit and contains its own entrance, kitchen, bathroom and living area. Secondary suites can increase the number of affordable rental units available in the housing market and create more opportunities for home ownership.

The Secondary Suite program provides financial help to eligible homeowners for the construction of a secondary suite. The financial assistance is provided in the form of a forgivable loan for 50 per cent of the total construction and renovation costs, to a maximum of $35,000.

Homeowners enter into a 10-year agreement, over which time the loan is forgiven on a pro-rata basis.

The secondary suite can be:

in the basement or an above ground addition to the main dwelling

a garden suite which is a self-contained unit that is not attached to the principal dwelling, but built on the same property

a carriage suite or garage suite which is a self-contained unit located above or attached to the side or rear of a garage

The Secondary Suites Program is provided with the financial support from the Government of Canada.

Program eligibility is established when the applicant, the primary dwelling, the secondary suite and costs meet the following criteria:

The applicant must own the property and live in the primary dwelling full-time where the secondary suite is to be developed. For new construction, confirmation that the applicant will own and occupy the property needs to be provided.

The applicant must be willing and able to enter into a legal agreement with Manitoba Housing and fulfill the requirements of the program.

Financial Assistance Secondary Suites Program Manitoba Primary Dwelling


The existing primary dwelling must meet Manitoba Housing minimum safety and health standards. Financial Assistance Secondary Suites Program Manitoba Secondary Suite. The secondary suite must be a private, self-contained residential unit that meets all national, provincial and municipal bylaws, codes and standards. The resident(s) of the secondary suite must have an annual gross household income at or below the applicable threshold, as set out by Manitoba Housing. A lease agreement with the rental rate, at or below the maximum rental rate as set out by Manitoba Housing is required. The monthly rental charge must be inclusive of essential services (heat, water, and gas). If the owners rent out the unit to relatives and choose not to charge a monthly rent, a formal rental agreement is still required.

Eligible costs include the following:

  • costs associated with applying for funding, including creating drawings of the proposed construction/renovation and obtaining a building permit
  • costs associated with building the secondary suite, including material and labour costs incurred after loan approval
  • all taxes, legal costs and other costs associated with applying for and building the secondary suite that are incurred after loan approval
  • Costs associated with bringing an existing primary dwelling up to the minimum standards or to comply with municipal building codes cannot be funded by the Secondary Suites
