Homeowner – Repairs & Accessibility Modifications

Forgivable Grants for Niagara Home Owners – The Niagara Renovates Program is a program for low-and modest-income households in Niagara that funds:

Affordable housing repairs
Housing modifications for persons with disabilities

To qualify, existing homes must need repairs to bring them up to a minimum level of health and safety, and/or permanent modifications to increase accessibility for the occupant’s disability. All repair work must include energy-saving products where possible.

Eligible Projects

Examples of eligible repairs include:

  • Structural (including building exterior such as roofs, foundations or walls)
  • Plumbing
  • Fire safety
  • Electrical and/or heating

Examples of eligible accessibility work include:

  • Ramps
  • Handrails and chair/bath lifts
  • Height adjustment to counter tops
  • Cues for doorbells/fire alarms

The improvements must be permanent and remove physical barriers, safety risks and improve daily living within the home.

Ineligible Projects

Examples of projects that are not eligible include:

  • Landscaping
  • Routine maintenance
  • Cosmetic renovations and repairs

Funding

Households are allowed one application under the Niagara Renovates Program.Forgivable Grants for Niagara Home Owners is provided as a fully forgivable loan, which is written off at an equal rate over a 10 year period. The loan is not repaid if the homeowners remain as owners and live in the home during the 10 year forgivable period.

The maximum loan amount includes a portion for accessibility repairs, if required, of up to $5,000 that does not need to be repaid.

Program Default

If any of the following occur, the homeowner is considered to be in default and the balance of the loan amount must be repaid:

  • The home is sold
  • The homeowner stops living in the unit as the primary residence
  • The Forgivable Grants for Niagara Home Owners funding is used for other purposes
  • The homeowner has misrepresented information about program eligibility

Eligibility

To be eligible, households must meet the following criteria:

The total income of all household members must be at or below the following, based on the number of bedrooms in the home:

  • 1 Bedroom – $33,500
  • 2 Bedroom – $41,000
  • 3 Bedroom – $50,500
  • 4+ Bedroom – $61,500

Homeowners must own the home for a minimum of five (5) years.

  • The home must be valued below the average MLS (Multiple Listing Service) resale price of $339,294 – the latest Municipal Property Assessment Corporation (MPAC) Assessment or Property Tax Bill must be provided.
  • Homeowners who have previously received Homeownership and/or Forgivable Grants for Niagara Home Ownersfund are not eligible until the 10 year forgivable period expires.

Note: NRH will determine the homeowners financial capacity to make the repairs requested, based on their income, savings and other liquid assets.Homeowner Requirements

Complete and sign an application and provide all supporting documentation, including:

  • Copy of Driver’s License(s), passport(s) or other photo identification to verify owners
  • Proof of income of all members of household
  • MPAC Assessment or Property Tax Bill
  • Insurance coverage
  • NRH will conduct a title search on the property. Associated costs will be included in the total approved Forgivable Grants for Niagara Home Owners funding amount.

Conditional Approval

If the application is complete and meets eligibility requirements, an inspection will be conducted on the property. A report will be provided to the homeowner with Conditional Approval.
Homeowners are to obtain estimates from professional contractors and provide copies to NRH.
Contractors must provide copies of WSIB coverage and Insurance Coverage as part of the quote process.Final ApprovalQuotes will be reviewed by NRH. Final Approval will be issued via a Letter of Agreement outlining the scope of work, Forgivable Grants for Niagara Home Owners funding amount, and roles and responsibilities of both homeowner(s) and NRH.
The mortgage/charge will be registered on title by NRH. Associated legal costs will be included in the total approved Forgivable Grants for Niagara Home Owners funding amount.
Homeowners are to start work within 30 days of receiving final approval. Work that started prior to written approval by NRH is not eligible.

Secondary Suites

The Niagara Renovates Program is a program that funds the creation of Secondary Suites in single family homes. Secondary suite units must have modest floor space and amenities.

A Secondary Suite is defined as a self-contained, separate unit with sleeping, full kitchen and bath facilities and a separate entrance. The new unit must meet applicable zoning, building, fire and property standards.

Forgivable Grants for Niagara Home Owners Funding for Secondary Suites of up to $25,000 is a fully forgivable loan which is written off at an equal amount over a 15 year period, provided the Owner complies with the conditions of the Letter of Agreement.

The loan amount includes a grant portion for accessibility modifications, if required, of up to $5,000 that does not need to be repaid.

To be eligible, the single family home must be valued at or below the median price of single-detached homes as per Canada Mortgage & Housing Corporation’s (CMHC) Housing Now – Housing Market Information (2016).

The total gross income of the incoming tenant in the newly created secondary suite must be at or below the following, based on the number of bedrooms in the secondary suite:

Prior to move-in and lease signing, the Tenant is required to complete an Income Verification Form with supporting income documentation, and provide it to NRH to assess initial eligibility.

The Owner is required to incorporate the following clauses into their lease with the secondary suite tenant:
Ninety (90) days prior to the tenant’s annual anniversary date, the Tenant is required to complete an Income Verification Form, include copies of supporting income documentation and submit it to NRH to assess continued eligibility.
If the Tenant earns above the maximum income limit (issued annually), the Tenant is required to move out of the unit.

The Owner acknowledges that if the Tenant fails to provide initial and annual income verification to NRH, the Owner will be in default of the Letter of Agreement and the balance of the forgivable loan must be repaid.

Secondary Suite Maximum Rents

Secondary suite units must have rents at or below approved average market rents. For 2017, the average market rents are:

Applicants for secondary suites may be taken from NRH’s centralized waiting.

Households who received Forgivable Grants for Niagara Home Owners funding in the past are not eligible for this program.
[b]Program Default[/b]

If any of the following occur, the Owner is considered to be in default of the Letter of Agreement and the balance of the forgivable loan must be repaid:

The home is sold
The funding is used for other purposes
The Owner misrepresented information about program eligibility
The Owner charges a rent that is above the maximum allowed rent
The Secondary Suite Tenant fails to provide initial and ongoing income verification to NRH
The Secondary Suite Tenant’s income is above the maximum income allowed

Program Requirements

Prior to completing a Secondary Suite Application, the Owner is required to obtain written confirmation from their municipal Building/Planning Department that their property is properly zoned to allow for Secondary Suites.

The Owner is required to complete and sign the application form and provide all supporting documentation including:
Copy of driver’s license(s) or passport(s) or other photo identification to verify owners
Written confirmation from the Building/Planning Department that the property is properly zoned
Home insurance coverage
Copy of MPAC Statement or Property Tax Bill

A title search of the property will be conducted by NRH. The associated costs will be included in the total approved funding amount.

Conditional Approval

If the application is deemed eligible for funding, NRH will provide Conditional Approval. At that time, the Owner will be required to submit and obtain approval from the municipal Building/Planning Department & Fire Department for their secondary suite plans/drawings. A copy of the approved drawings is to be forwarded to NRH for review.

When drawings/plans are approved by NRH, the Owner is required to obtain a minimum of three quotes for the construction of the Secondary Suite, obtain contractor WSIB Clearance and Insurance Coverage and forward all documentation to NRH for review and approval.

[b]Final Approval[/b]

NRH will review all documentation and will issue Final Approval via a Letter of Agreement, outlining the scope of work, funding amount, and roles of the Owner(s) and NRH.

All Owners must sign the Letter of Agreement.

The Letter of Agreement and Mortgage/Charge will be registered on title. Registration fees will be included in the total approved amount. NRH will not issue any payment until all documents are registered on title.

The Owner is required to start work within 45 days. Work started prior to written approval by NRH is not eligible.

The Owner is required to allow inspections by NRH:
Prior to start of work
During construction
When project is complete

These inspections are over and above the required inspections by the municipal Building Department.
Other Regional Programs

Niagara Region partners with local municipalities to provide incentives for housing in "Community Improvement Plan" areas. If a property is in one of these areas, homeowners may be eligible for Regional/ Municipal contributions to their project. Programs that may assist homeowners with their project are set by each municipality. Homeowners should check with their local municipality to determine if they are eligible for any incentive programs.

Forgivable Grants for Ottawa – the Ontario Renovates program administered by the City’s Housing Services branch ("Housing Services"), provides limited funding to low income seniors and to persons with disabilities who own their home for necessary repairs and accessibility modifications to support independent living.

Located in the City of Ottawa;
Valued at or under $408,030 as determined by the province and verified by the owners most recent property tax or MPAC assessment; and
Your sole and primary residence.

Eligibility of repairs and accessibility modifications

Your home may be eligible for the Forgivable Grants for Ottawa Home Owners program if it requires repairs and/or modifications to make it safer, more accessible and more energy efficient. Examples of acceptable repairs and modifications include, but are not limited to:

  • electrical and heating systems including chimneys
  • doors and windows
  • foundations, roofs, walls, floors and ceilings
  • plumbing
  • septic systems, well water, and well drilling
  • fire safety
  • cues for doorbells or fire alarms
  • ramps, handrails, chair and bath lifts, height-adjusted countertops

Please note that any repairs or modifications carried out before the loan or grant is approved in writing and a funding agreement is signed are not eligible and will not be reimbursed.

Scope of funding

The Forgivable Grants for Ottawa Home Owners program provides funding in the form of a forgivable loan and/or grant for eligible applicants or participants up to a maximum amount of $18,500:

Forgivable Grants for Ottawa Home Owners

Forgivable Grants for Ottawa Home Owners go up to five thousand dollars ($5,000) can only be used for accessibility modifications to the home.
Forgivable loans up to fifteen thousand dollars ($15,000) can be used for both accessibility modifications and essential repairs and must be approved by the program administration.
The loan will be forgiven if you continue to own and live in the house for ten (10) years after the repairs or modifications have been completed.
The amount of the loan is contingent on the total grant amount taken to equal a maximum of $18,500 in total funding received by the applicant.
Eligible households can only receive the loan/grant amount that is verified by quotes for projects.

 

Duration of program

Housing Services is accepting applications and will continue to do so until all funds are spent or until March 31st, 2018, whichever comes first.

Timelines

Once the Housing Services branch has received the application, the applicant will be contacted by letter declaring eligibility or non-eligibility. Applicants will also be notified if documents are missing.

Use of funds

Funds awarded can only be used for the purposes outlined in the Funding Agreement with Housing Services. If the cost of the necessary repairs or modifications is more than the maximum amount of the grant and/or loan provided, you, as the property owner, may have to cover the additional cost. Reporting and follow-up

Forgivable Grants for Ottawa Home Owners

Housing Services may follow up with you annually to determine if you are the title owner of the property. If you sell or move within 10 years of receiving a forgivable loan, you will be required to pay all or a portion of the loan back to the City.

The Rooming House Renovation Program falls under the Ontario Renovates Program that is administered by the City’s Housing Services branch ("Housing Services") and provides limited funding to qualifying landlords for essential repairs and renovations as well funding to modify existing unit(s) or building(s) to make them more accessible and in compliance with the Accessibility for Ontarians with Disabilities Act, 2005.

Eligibility of applicants

A rooming house property may be eligible for the program if it is:

  • Located in the City of Ottawa
  • Modest unit relative to community norms in terms of floor space and amenities;
  • Rent affordability based on 60% of the Average Market Rent (AMR) for Ottawa – (rent table is below (updated yearly by CMHC Rental Market Report));
  • A rooming house that require essential repairs and/or energy efficiency upgrades;
  • A rooming house that require modifications to increase accessibility;
  • A rooming house that is in good standing with the City of Ottawa (or) actively working towards compliance as determined by the City.

Examples of essential repairs

Examples of essential repairs include, but are not limited to:

  • Replacement of windows to energy efficient double pane, low E argon windows;
  • Roof replacements using attic insulation to a minimum of R40Furnace and/or heating equipment;
  • Toilet replacement with low-flush or dual-flush toilet (6 litres per flush or less);
  • Replacement of water heater with an ENERGY STAR qualified instantaneous water heater;
  • Modifications of kitchen and bathrooms;
  • Other items will be reviewed and considered that improve the quality of the dwelling for the tenants.

Examples of accessibility modifications

Examples of acceptable accessibility modifications include, but are not limited to:

  • Ramps;
  • Handrails;
  • Chair and bath lifts;
  • Countertops height adjustments;
  • Cues for doorbells and fire alarms.

Scope of funding

The Forgivable Grants for Ottawa Home Owners program provides funding in the form of forgivable loans to qualifying landlords:

Forgivable loans up to ten thousand dollars ($10,000) per rooming unit (room) up to a maximum of $100,000 per property;

  • Total loan is dependent on how many rental units are in the rooming house and the scope of repairs approved by the Housing Services Branch;
  • The loan will be totally forgiven if rent levels are maintained for the full 15 years as per CMHC Rental Market Report;
  • 1/15 (6.67%) of the total loan will be forgiven each year;
  • Eligible landlords can only receive one loan per address under this program;
  • A second mortgage must be registered on the approved property.

Duration of program

Housing Services will accept applications until all funds are spent, or until March 31st, 2018, whichever comes first.

Timelines

Once Housing Services has received the application, the applicant will be contacted by a case coordinator from the Affordable Housing Unit. Applicants will also be notified if documents are missing. The full review of the application will include a visual property and building assessment and internal review by city staff. Please note that application review timelines may vary.

Release of funds

Funding will be committed to an approved rental property owner upon signing a Funding Agreement document with Housing Services outlining the total amount funded and the terms and conditions attached to the use and release of funds.

Please note that any repairs and/or energy efficiency upgrades carried out before the loan is approved in writing are not eligible for the Forgivable Grants for Ottawa Home Owners program and will not be reimbursed.

Use of funds

Funds awarded can only be used for the purposes outlined in the Funding Agreement with the City of Ottawa’s Housing Services. If the cost of the necessary repairs and/or modifications is more than the maximum amount of the loan provided, you, as the property owner, must cover the additional cost.
Reporting and follow-up

Housing Services will follow up with you on an annual basis for your rent roll to ensure the units within the property remain affordable. If you sell, transfer title or increase the rent beyond the 60% of AMR (updated yearly – CMHC Rental Market Report) within 15 years of receiving a forgivable loan, you will be required to pay all or a portion of the loan back to the City.

Modest unit relative to community norms in terms of floor space and amenities;
Rent affordability based on the Average Market Rent (AMR) for Ottawa as established by the Canadian Mortgage and Housing Corporation's Rental Market Report(link is external) (also see table below);
Not at the same municipal address as the landlord's residence;
A building or unit that require essential repairs and/or energy efficiency upgrades;
A single unit or multi-unit building that requires modifications to increase accessibility and accommodate tenants who are seniors and/or persons with disability;

Examples of acceptable accessibility modifications include, but are not limited to:

Ramps
Handrails
Chair and bath lifts
Countertops height adjustments
Cues for doorbells and fire alarms

Scope of funding

The Forgivable Grants for Ottawa Home Owners provides funding in the form of forgivable loans to qualifying landlords:

Forgivable loans up to ten thousand dollars ($10,000) per rental unit up to a maximum of $100,000 per property;
Total loan is dependent on how many rental units are in the rental building and the scope of repairs approved by the Housing Services Branch;
The loan will be totally forgiven if rent levels are maintained for the full 15 years;
1/15 (6.67%) of the total loan will be forgiven each year;

A second mortgage must be registered on the approved property for all forgivable loans exceeding $25,000

The following projects are not eligible for Ontario Renovates funding:

Retirement Homes, Long-Term Care Homes (including nursing homes), and crisis care facilities
Units not subject to the Residential Tenancies Act, 2006 (except shelters and transitional housing that house victims of domestic violence)
Projects that received funding under AHP (2005), AHP Extension (2009) – Rental and Supportive and IAH – Rental Housing
Units for which the homeowner received Homeownership component funding under the AHP or IAH
Social Housing units as defined under the Housing Services Act, 2011

Ontario Renovates Program for Windsor HomeownersWe are maintaining a wait list for applicants ranked on a first come, first serve basis according to the date they are received. In the event one or more of the current approved applicants do not conclude the requirements of the program and provided funds are available and/or the program has not expired, then the next applicant on the wait list will be assessed for eligibility under the program and advised accordingly.

Please note:

Applicants are not approved for any program funds solely on the basis of submitting an application. All applicants are cautioned not to rely on program funds for urgent repairs to a home unless and until they receive a Letter of Confirmation confirming the application has been approved for program funds.
